Mr. Kasich, the governor of Ohio and a moderate Republican presidential candidate, said in September that it was America’s responsibility to take in Syrians on humanitarian grounds. But after the Paris attacks, he sent a note to President Obama requesting that no additional refugees be settled in Ohio.
